Tax attorney Bibiana Cruz will be speaking on a panel about the history and operation of certain Internal Revenue Code provisions relating to U.S. Territories, including the Commonwealth of Puerto Rico, the Virgin Islands of the United States, the Commonwealth of the Northern Mariana Islands, American Samoa and Guam territories. Ms. Cruz will discuss distinctions between mirror and non-mirror territorial tax rules, territory sourcing and residency issues, and more.

Tax attorney Joshua Odintz will be addressing how taxpayers and their advisers can most effectively submit comments on legislative proposals and existing rules to members of Congress and state legislators. The panel will examine when commentators should work with other groups or form coalitions to reach lawmakers, what should happen when someone wants to testify before lawmakers or at a public meeting, and what tax attorneys should know to get their ideas to improve tax systems before lawmakers.
