Woman continues suit against DCF after death of the original plaintiff

TALLAHASEE - Shelley Carrier, as the personal representative of the Estate of Doris Hadcock, filed a complaint on September 21 in Leon County Circuit Court against the Department of Children and Families and two of its employees, Joyce Miller and Angela Rachel, for false imprisonment and negligence.

According to the complaint, Carrier alleges that Hadcock underwent exploitation, physical and emotional abuse and neglect while under the care of the defendants between March 18, 2015, and September 30, 2019, while residing in Somerset Assisted Living Facility.

On Dec. 10, 2015, Hadcock had been deemed incapacitated by the State of Florida, which retained her right to travel, select her residence and maintain her freedom of association. At that time, Patricia Leininger was appointed Hadcock's professional guardian. Hadcock regained her rights as they were restored through the State of New York on Sept. 30, 2019, the suit says. 

On March 5, 2020, Hadcock filed suit against Somerset, Leininger, Merideth Nagel, former counsel Michael Rogers, and Elizabeth Heiman, the owner and administrator at Somerset. During the course of the case, evidence was mounting indicating collusion and misconduct by DFC, but Hadcock died on Jan. 30, 2021, the suit claims.

Carrier is represented by J. Ronald Denman.
