Father sues Orange County School Board for daughter's alleged kidnap and rape

ORLANDO -- A father is suing the Orange County School Board after he says his mentally impaired daughter wandered off school grounds and was kidnapped and raped. 

Domingo Fraticelli, as parent and legal guardian of Jane Doe, filed a complaint on September 3 in Orange County Circuit Court against the School Board of Orange County for negligence. 

According to the complaint, Jane Doe was a student at Evans High School and participated in an Individualized Student Program (IEP) due to her disability, including but not limited to limited mental impairment. On Sept. 6, 2018, Doe allegedly wandered off campus and was then the victim of a kidnap, physical assault, sexual assault and rape. 

Fraticelli alleges it is due to the school's lack of supervision and its negligence that this incident took place.
