JACKSONVILLE – A Jacksonville man alleges a police officer used excessive force and caused him injuries.

Casey Morse filed a complaint on May 9 in the U.S. District Court for the Middle District of Florida Jacksonville Division against Mike Williams, sheriff of the consolidated city of Jacksonville, and Officer Frank Camacho, alleging unreasonable search and seizure, municipal liability and battery.

According to the complaint, the plaintiff alleges that on the evening of Dec. 27, 2015, he and his family called 911 in response to his sister's death at the home. The suit states that after Camacho's arrival, he shouted and ordered the family to move further back. The plaintiff, who was a minor at the time, alleges that when he asked for clarification as to why they needed to move, Camacho responded with a derogatory slur and slammed plaintiff onto the floor, causing him to break his collarbone in three places. The plaintiff holds Mike Williams, sheriff of the Consolidated city of Jacksonville and Officer Frank Camacho responsible because the defendants allegedly knowingly disregarded his established rights under the law and use an excessive use of force.

The plaintiff requests a trial by jury and seeks compensation for actual damages, punitive damages, attorney's fees and costs and any other relief that the court may deem just and proper. He is represented by William J. Sheppard, Elizabeth L. White, Matthew R. Kachergus, Brian E. DeMaggio and Jesse B. Wilkinson of Sheppard, White, Kachergus & DeMaggio PA in Jacksonville.
