(ATI) to certify to the 11th U.S. Circuit Court of Appeals issues of whether the Government-Debt Exception fails strict scrutiny and cannot be severed in a suit alleging Telephone Consumer Protection Act (TCPA) violations for auto-dialed collection calls.
