MIAMI -- A man is suing the City of Miami and individual officers after being arrested.

Lorod Mills filed a complaint on March 12 in Miami-Dade County Circuit Court against the City of Miami, Officer Kevin Harrison, Officer Raphael Muina, and Officer Jonathan Vazquez unlawful, unreasonable and unnecessary use of force. The defendants removed the case to federal court in May.

According to the complaint, Mills allegedly was leaving a nightclub with a group of friends on March 22, 2017, when Harrison saw Mills and his friends talking to law enforcement officers. Harrison then allegedly ordered his officers to arrest Mills, but the officers had to run off to another disturbance.

Harrison allegedly then without provocation grabbed his arm and advised Mills that he was under arrest. Mills, a paraplegic, was then allegedly dumped out of his wheelchair by Muina and Vasquez.

Mills seeks compensatory, exemplary damages, and punitive damages. Mills is represented by Julia A. Farkas of Quantum Law and Linnes Finney Jr. of Simmons, Finney and Winfield, LLC.
