Man arrested for trespassing sues Jacksonville Beach officers for putting handcuffs on too tight

JACKSONVILLE - The City of Jacksonville Beach and three Jacksonville Beach Police Department officers were sued in the Duval County Circuit Court earlier this year by a man who alleges excessive force and battery.

Plaintiff Steve Dawyrson Reyes was arrested on January 29, 2017 at 514 N. 1st St. in Jacksonville Beach for trespassing. Reyes says he told the officers present - defendants Hannah Howell, Brian Wallace and Randy Blalock - that the handcuffs he'd been put in were intentionally too tight.

The plaintiff complains that he implored the three officers multiple times to loosen his handcuffs during the whole process of being arrested, transported and booked into jail, but was allegedly ignored. 

Reyes wants the court to award him compensatory and punitive damages for his suffering and injuries. He is represented by Rosada Law PLLC of Jacksonville. 

Defendants removed the case to federal court on March 12.
